TRGHC's non-residential programs are designed to preserve families and prevent the out-of-home placement of children involved with the local juvenile courts, social services and mental health departments and the school systems. Non-residential services are eligible for CSA, VJCCCA and local funding, as well as 294 funding where indicated.

  1. Challenge Outreach - Provides pre-dispositional in-home detention supervision and electronic monitoring.
  2. Parole Transition Program (PTP) - Supervision, counseling and graduated sanctions for paroled youth returning to the community. Services are eligible for 294 funding.
  3. Hampton Intensive Probation (HIP) - Contracted services for the Hampton Court Service Unit, providing intensive supervision for youth on probation.

  1. In-Home Services - Provides intensive, family-focused therapeutic services to prevent an out-of-home placement or enable the return from an out-of-home placement. Services are eligible for 294 funding.
  2. Tidewater Juvenile Substance Abuse Program (TJSAP) - Intensive, community-based substance abuse treatment, which includes individual/group counseling and random urinalysis. TJSAP is usually combined with in-home services for a comprehensive approach. Services are eligible for 294 funding.
  3. Wraparound Services - Provides additional support and case management in conjunction with in-home services, for cases which need a high level of supervision and contact. Services are eligible for 294 funding.
  4. Anger Management Groups - Specialized group treatment services (orientation plus 12 sessions) for adolescents and adults to address issues of excessive aggressiveness, assaultiveness and impulse control. Services are eligible for 294 funding.
  5. School-Based Case Managers - In Franklin. A case managers is assigned to the city high school to intervene in at-risk cases of truancy, disciplinary problems and low achievement in order to prevent court involvement.
  6. Juvenile Conference Committees - In Portsmouth, Suffolk, Franklin and Isle of Wight County. Panels of citizen volunteers hear cases of first offenders of minor crimes and prescribe sanctions. Successful completion allows the youth to avoid a criminal record.
